Jim Baur is Chairman of the Government Security Committee for IH Services – Defense, overseeing FOCI mitigation and national-security governance under a Special Security Agreement. He is an expert in foreign-owned domestic defense contractor management, with board-level experience in Proxy Agreements, SSAs, CFIUS reviews, and related legislative matters developed through leadership roles at Ultra-Electronics Secure Intelligence Systems and MorphoTrust (SAFRAN). As Chairman of the Board at Ultra-Electronics SIS (2009–2022), he led the company through its 2022 acquisition by Advent International and served on the Audit and Government Security Committees. At MorphoTrust (2011–2017), he served on the Board and multiple committees under a DCSA Proxy Agreement and National Security Agreement until the company sold to Advent in 2017. In 2004, he established J.F. Baur LLC to advise on FOCI administration and national-security matters.
